Said turning the head to the right and then to the left to end the prayer. عَلَيْكُمْ is عَلَى + كُمْ: the final alif maqṣūra of عَلَى becomes ي before a pronoun suffix; رَحْمَةُ اللّٰهِ is an iḍāfa (construct), so اللّٰهِ is genitive.
